How to move to Italy: Do the right things!

 ROME - Modernity confronts us with important evidence, such as the breaking down of barriers typical of the past, because of changes in immigration processes, housing and lifestyles, and the spread of information technology. Many industries are changing and the increase in job opportunities may encourage people to be more flexible with where they live. Many companies are expanding and choosing to move their staff to larger offices with locations that are often far away but more strategic in terms of growth and skills. There are also personal reasons linked to a relocation, such as the desire to experience new things or give oneself different opportunities. Whatever the motivation for a person to move away from their home country, relocation is rarely a decision to be taken lightly. Entire families are often involved in such a complex process, which is precisely why it becomes crucial to understand what tools are needed to make a move, how they are obtained, and who can help support such an important change in our lives. If you are an EU citizen and need to move to Italy, this is the guide for you!

 Regulations, bureaucracy, and technicalities, but let's start with three different yet very common scenarios.

 Are you an expat and need to move to Italy following a professional proposal from an Italian company?

 The first step.

 The first consideration is whether you are moving to Italy together with your family. In this case, it is necessary to document your family status by means of the relevant marriage certificate and children's birth certificates. These documents must be translated and legalized, with a sworn court translation. Once they have been obtained, if you have an employment contract with an Italian company, you must also obtain the tax code, as through this, the company will be able to register the future employee's employment contract. The UNILAV, i.e., the single communication of the start of the employment relationship, to the labor inspectorate or to the employment center competent for the territory, must be sent within 24 hours of the day before the start of the new activity, with the obligatory prerequisite that you already have the tax code.

 The second step.

 Finding a dwelling and registering the lease at the Tax Agency. If, on the other hand, you are already the owner of a property, you will need to be in possession of a legally recognized title, legalized at the Tax Agency, justifying ownership of that dwelling. Third option, if you are a guest at a particular residence, you will instead need a declaration by the host to the family or the hosted person.

 The third step.

 It is only from this point onwards that it is possible to make an application for registration of residence for EU citizens. The declaration of residence will then be sent to the municipality of the place where the expat and his family unit have established their habitual residence.

 Once it has received these documents, the municipality can start the registration procedure, and within 45 days from the start of the formal procedure, the procedure will be concluded and the expat can finally be registered, together with his family, in the registry of the resident population. What we have described so far is the procedure necessary to be able to apply for the certificate of temporary residence, which is also compulsory for EU citizens staying for a period of between three months and five years in the host country.

 But let's see what happens at this point.

 The expat can apply for an Italian identity card. Only after becoming a resident with an Italian employment contract can the expat apply for registration with the national health service for himself and his dependents, with the allocation of a general practitioner and the issue of a health card.

 Last step.

 Check the duration of one's European driving license. From the moment the expat transfers his residence to Italy, he will have to bring the duration of his license into line with the duration of his Italian license, which is 10 years. Many driving licenses belonging to EU citizens are, for example, permanent, in which case conversion is mandatory within two years.

 What changes with respect to the first case if you have an employment contract for a company based in any country in Europe and you are posted to Italy, while continuing to work for the company in the mother country?

 The first step.

 The first thing you need is the letter of secondment from the seconding company, which you may need to enclose with your pay slip and employment contract with the company of the mother country. As described above, the documents must also be translated with a court-sworn translation in order to be legally valid.

 The second step.

 Registration with the national health service.

 If the expat is posted with a foreign employment contract, i.e., he pays INPS contributions in his home country and his salary is paid by the posting country, he can only register with the national health service by submitting a form marked E106 (certificate concerning the right to sickness and maternity benefits in kind for residents in a country other than the competent country).

 What do you get with this form?

 Free health cover for the duration of the posting, for the expat and his/her family unit. In the absence of this form, you can still receive health care either by taking out a private policy or through voluntary registration with the national health service. In the latter case, the expat will have to pay an annual contribution, the amount of which varies from a minimum of 570 euros per year to a maximum of 2500 euros, depending on income.

 What changes with respect to the first and second cases if you want to move to Italy but do not have an employment contract?

 The first step.

 EU citizens without income must present an insurance policy that covers all health risks for all family members and is valid throughout the country. The private policy is required for civil registration in the country of destination, but afterwards there is nothing to prevent the expat from voluntarily registering with the national health system. 

 The second step.

 The expat will have to declare that he or she has sufficient economic resources not to become a burden on the State, and therefore provide an Iban or an income declaration that will be functional for the checks that will have to be carried out to allow him or her to enter Italy.
