Tunisian brothers' rise to influence at Vienna-based UN agencies raises questions

VIENNA— As if the meteoric rise of Tunisian Imed Zabaar at the IAEA were not enough, diplomats are bewildered by his younger brother Ahmed Zaabar’s equally rapid promotion at UNIDO from a G6 post to becoming an "Executive officer" with P3 rank despite an alleged family connection to the Muslim Brotherhood, diplomatic sources say.
Ahmed was catapulted into the professional post “despite not having the requisite academic qualifications and experience, due to his very intimate connections to a long-serving German Director and a Malian Managing Director,” a well-placed diplomatic source told the Insider. “
“Their late father was reportedly a senior member of the controversial Muslim Brotherhood.”
Imed Zabaar, as the Insider reported last month https://www.italianinsider.it/?q=node/13361, began his career as a G-3 dogsbody in the Commissary, the internal supermarket, and was catapulted into a new incarnation as a P-4 Administrative officer on a sky-high salary in Nuclear Energy, the Russian-led department at the Vienna-based behemoth.
Just to confuse matters further, the two brothers spell their surnames differently.
The IAEA DG, Rafael Grossi, an Argentinian who is said to also hold an Italian passport and loves women and expensive suits, is now hiring cronies and friends to boost his chances of becoming UN Secretary General next year, the sources add.
The IAEA currently has over 4000 personnel - thrice the number it needs and is allergic to hiring individuals with Phds and or law degrees and experience in law. The IAEA is said to employ over 250 nationals from rogue regimes such as CUBA, DPRK, IRAN and Pakistan. Analysts say a single North Korean diplomat, Choi Hak Gun, who was posted to IAEA headquarters in Vienna from 1974 to 1978, scoured the agency's library for nuclear know-how.
Fun-loving DG Grossi who reputedly has eight children by four different women, successfully placed his daughter Augustina Grossi in a high post in the FAO in Rome thanks to a direct intervention by FAO DG Qu Dongyu.
